Unclear specification of behavior of adding link to a task already having a link #20

Only one linke can be attached to one task according to the UG specification. However, the the UG doesn't specify clearly what happens if we run link commands to a task that's already associated to a link.

UG does not need to specify what happens when we add another link, as mentioned only 1 link can be added to the task.

May need to indicate which one is the actual behavior.
