UI fails to load: Failed to execute 'fetch' on 'Window' #890

Could not get api details: Failed to execute 'fetch' on 'Window': Failed to parse URL from http://127.0.0.1:7860http://127.0.0.1:7860/info

That is after removing all extensions from webui/extensions and starting the software with:

Launching Web UI with arguments: --ckpt-dir 'C:/Some/Path/Stable-diffusion' --cuda-malloc --cuda-stream --embeddings-dir C:/Some/Path/sd.webui/webui/embeddings --lora-dir 'C:/Some/Path/Stable Diffusion/models/Lora' --pin-shared-memory --theme dark --vae-dir 'C:/Some/Path/Stable Diffusion/models/VAE'

Still happening as of today, even after updating to the latest commits. The UI does not load at all, which means the entire application is unusable with a web browser.

I was able to fix this issue by deleting the system/python/Lib/site-packages, deleting all extensions, and relaunching forge.
