clear cache before force reloading #71

replaces #69 because of future usage of partition, for which we need to clear separately and reload after everything has been cleared (hence reloadIgnoringCache won't do).

Looks good to me, but I say we wait to merge it until after #67. Don't wan't to have to rebase that one again, and we have a final commit being included within the hour to close it out.
