targets ideas

Two ideas to think about targets:

• check that the data has changed before running subsequent targets (it could have changed the code but not the result).
• Provide some tarchetypes for cache validation, so that it can be faster to load each chunk if they are needed.

Once Will is back from holidays: Provide an example for the first one. Propose an idea for the second one.
