There is no exe anywhere, how do you install it?

Are you kidding me? You open the zip file and drag and drop the contents to a folder.

I think you downloaded the source code directly instead of the release. https://github.com/lltcggie/waifu2x-caffe/releases Download the 'waifu2x-caffe.zip' file from one of the releases, the exe file is in there. Don't forget to install CUDA drivers or go into the settings to set the processing to CPU.
