Here is a demonstration of a basic mechanism for implementing OpenACC diagnostics (messages) for target host runtime in LLVM/clang.

New messages are defined in OpenACCDebug.h
Messages are called from device.cpp (code is altered to trigger OpenACC messages by adding 'dummy' openacc_error_flag'
Include statement is added to private.h
Code present_simple.c is included. This program forces a runtime error due to partial mapping of variable to the device.
