The Chinese characters in Win 7 jumplist do not render #75

What steps will reproduce the problem?
1. Open a file whose name contains chinese characters in Word (or other
software) which is pinned on the taskbar in Windows 7 (locale: US English).
2. File may be recorded as a recent file in the jumplist.
3. The text of the filename in Chinese in the jumplist does not render while
the English characters render.

What is the expected output? What do you see instead?
I expect that all characters in jumplist are rendered as the MacType preset
suggests. Instead, the text of the filename in Chinese in the jumplist does not
render while the English characters render.

What version of the product are you using? On what operating system?
Windows 7 Ultimate (64-bit) under English locale while using some Chinese
filenames.

Please provide any additional information below.
Directly changing the system locale will solve the problem but will at the same
time produce problems because some of my other software will produce wrong
characters in output.
