Features

Add a top level testing module
Cleans up the flask testing package
Update README to reflect how to setup the test
Delete duplicated README.rst
Cleans up the setup.py to use the README.md

Moved file_graphql_query to the top level testing module.
Moved GraphQLFileUploadTestMixin to the top level testing module.
