Add cut scores #19

These might not be present for all subjects, as they are only for external achievement standards. For example, the Level 1 Physics External cut scores are available at: https://www.nzqa.govt.nz/ncea/subjects/cut-scores/physics-l1/ This makes no sense. This doesn't obey the URL scheme they kind of implied existing, where documents relating to the subject would be put at some directory past /ncea/subjects/{subject_name}/, however they just put cut scores at the point where you'd expect the subject name to be. What? If these inconsistencies in URL scheme keep popping up, it might be worth scraping and gathering links from the /subject/{subject_name}/levels page, where you'd expect they would link to the relevant resources, however silly the URL scheme is.

https://www.nzqa.govt.nz/ncea/subjects/cut-scores/ This provides a list of all the subjects and levels where cut scores are available, which could actually really help. FOR WHATEVER REASON, CALCULUS AND STATISTICS ARE DEFINED AS UNIQUE NOW. WHAT! Except that's only at Level 3! WhAT!
