chore: enable artifact signing #21

This enables artifact signing when publishing them. I've set up to organization secrets PGP_SECRET_KEY and PGP_PASSPHRASE, which can be used by such workflows.

@patwlan I'm not sure how to best test this PR - I guess we will only see whether it is working as expected after merging and running a publishing.
