6x6 board carrot doesn't produce stopmper or scout until second carrot eaten #11

What steps will reproduce the problem?
1. Use the board "6x6 test"
2. take a carrot with your scout.
3. no bunny appears near hole when carrot eaten.

What is the expected output? What do you see instead?
However, when you eat a Second carrot, you get the expected 
piece by your hole.
Carrot counter set to 2 before piece comes on board?

Probably fixed in r31 which fixed a couple new unit placement bugs. 
Refile/reopen if not. There is no carrot counter, by the way. As soon as you 
get a carrot, the game tries to place a piece or fails.
