The creation form for the admin user is different.

The admin user has the first "Id" field in the form as mandatory (although adding a relay is added if the field is left empty). Non-admin users do not have this field. And as I wrote in another issue - admin and non-admin accounts have relays created and issues 403 error for websocket.
