We don't need to control the SCANSTA address pins via software/firmware since the JTAG bus in the uTCA backplane is isolated for each AMC board.
Thsi address is useful in an environment that has multiple SCANSTAs, so that the user can access one at a time.
All the 7 address pins can be tied to GND directly.
If #9 is solved, we can use these controller spare pins to define which output will be selected for the Transparent Stitcher mode for default using the LSPsel0-6 pins.
