[all] get-bpm-server.sh (halcs) needs internet connection to install #5

Problem: It would be desirable not to have to be connect to the internet while installing our packages, as it might not be available.

Currently, it is only used in halcs, as gradle downloads the correct binary version of ii when needed.

Possible Solution: Bundle a gradle binary so we don't need to download it when installing other BPM packages

This was moved to the bpm-app repo, and fixes in commit lnls-dig/bpm-app@4e0012a765981466523b83fdd9e9962d71adba98
