Problem: parent does not wait for dev_io_cfg child, causing the child to become defunct.

Solution: Wait for child

Fix registering a SIGCHLD handler to wait for children in commits ac30db380d4550f1d9bbbcc13791497e6687b255 and 739193bc9b9b7be7490b35f778d3591e209c758f
