AMC EVR does not establish PCIe link after first boot #166

After a CPU reboot, the AMC EVR at slot 1 needs to be rebooted once in order to establish the PCIe link.

This is not an issue with halcs, but rather with the PCIe core in lnls-dig/infra-cores. An issue was opened at lnls-dig/infra-cores#3 to discuss this.
