Update BO dipoles excdata #211

diff_updated

ps: excdata was updated. a) now the diff. fitting included only the last 6 points, instead of 7. marginal difference. b) the plot in this description was also updated so as to make it more clearer how the fitting was used when generating excdata table. c) comments in the previous version were incorrect. now they are corrected and explain in details how the table was updated.
