Update as-pu-conv strength limits #175

@ito-rafael , in this PR I am adding update of pulsed magnets kick limits. I noticed that the pulsed IOC currently does not set upper and lower limits to PVs Voltage-SP, Voltage-RB and Voltage-Mon. This information is important to the Voltage -> Kick conversion IOC.
