Missing app.config #132

What steps will reproduce the problem?
1. Checkout latest Trunk
2. Load MasterServerSample project
3. Attempt to build

What is the expected output? What do you see instead?
Expect to build/run the Client/Server/MasterServer but I get a missing 
"app.config" in all three projects.

What version of the product are you using? On what operating system?
Rev 309, Win7 x64

Please provide any additional information below.
Creating a blank file results in a "app.config : error MSB3249: Application 
Configuration file "app.config" is invalid. Root element is missing." error
