User friendly location input

This revised the input for location, changing:

• Only allow selecting fylker and kommuner
• Instant search, as we don't have to load from geonorge, but have a precached list of fylker and kommuner
• Helper text stating that you can move the map to search
• More visible "search in this location" button when the map is moved

There could be much more done, but that feels out of scope for the current work. I think this is enough to make the ringeliste viable.
