When blockly is within an absolute positionied div some overlays ware wrong 
positioned.

To reproduce use the playground patch form attachment.

To solve this issue toolbare and widget ivs nees to be apendet to docuemtn.body 
and not to blocklyDiv.

I have tested this patch extensive.
But please review some one.

Found a bug in my solution. 
Still wrong, when position scrollbar positions is not 0x0.
Fix is attached.
