Description

I'm hoping to add templates for issues/PRs to beef up the information people provide on both these things.

Partially Addresses #74

Has This Been Tested?

This is pretty much what a PR will look like. This is almost completely pulled from autoscend's templates, with some minor changes.

Checklist:

• [x] I have commented my code, particularly in hard-to-understand areas.

I'm closing this for now, because while I think this approach is fine, there are better, newer things available to us.
