L09 quest uses visit_url to check whether or not we lit a peak. those are tracked in mafia via oilPeakLit booPeakLit twinPeakProgress == 15 need to refactor the relevant functions to use the above instead

see https://kolmafia.us/threads/quest-tracking-preferences-change-request-s.24767/ there are some issues with these not quite working right. need to test them again to see if they are still broken and if so make a new bug report on mafia. and maybe introduce our own tracking until it is fixed. it might already be fixed though
