Faxing Fragile #11

User reported that faxing for SSB burgers caused and infinite loop because monster not in fax network.

Look at current fax code and make it give it up after a couple attempts

looks like bountiful currently uses mafia's built in faxbot command. Change to a private chat setup similar to garbo to not require a chat window to be opened by the user
