配置PLUGIN_SETTINGS环境变量后，前端调用插件报错，删掉环境变量后，前端配置key，正常[Bug] #2051

配置PLUGIN_SETTINGS环境变量后，前端调用插件报错，删掉环境变量后，前端配置key 配置的参数是PLUGIN_SETTINGS 值是search-engine:SERPAPI_API_KEY=xxxx
