As you mentioned, I'd postpone thinking too much about the GUI, considering we have more urgent matters at hand.
However, although it is true that the simulation could (and probably) will be operated by someone that doesn't know how it works, it will never be someone completely clueless about the topic at hand. I think the approach should be more oriented towards short and simple documentation on "how to run this simulation in order to obtain x output" (x being whatever the control team needs, for example) and not so much an actual graphical interface, which would take a lot of time to implement and would not bring too many practical advantages.

What about the user interface?
we must take into account that this simulation could be operated by someone that doesn't know how it works. This creates the need for a user interface.
However, given how there is still no program at all, this is an issue whose resolution can be postponed
