Proposal: NFT drop round 2 #53

Do the second round of distribution for qualified lobsters (based on the spreadsheet) who missed the initial one

By going through the discussions, there are a lot of motivated lobsters who want to be engaged but missed the initial drop due to various dumb reasons (were not online for a few days, were busy with other stuff etc)

IMO will widen the community in a good way and make it generally happier

it would be fair if the drop round 2 includes diamond hands (never sold a lob) - excluding treasury etc. as well, otherwise they just got diluted. I.e. adopting ve(3,3) spirit is better ;)
