cleanup from server upgrade

This is a note to myself/Alan. These are some tweaks to make to the playbook post-upgades

[x] re-enable tarsnap source w software-properties
[ ] bundle config set path 'vendor/bundle' (replaces --path in ansible playbook)
[x] ansible: run: systemctl daemon-reload
[x] ansible: run: bundle binstubs bundler --force --path ./bin
[x] ansible: run: bundle binstubs puma --force --path ./bin
[x] ansible: strip out unicorn
[x] ansible: import /etc/systemd/system/puma.service
