Create working-with-gitpod #165

A starting point for some docs on using LocalGov Drupal with Gitpod - these are copied over from what we had in the Essex repo.

Note that the link won't work at the moment until the functionality is merged in.

Stephen mentioned on https://github.com/localgovdrupal/localgov/issues/494#issuecomment-1406677068 that the demo module shouldn't be installed through the UI. So we should change this part and tell people to install that via drush instead.
