Hosting - add a page with a brief outline about hosting #202

Lots of councils are asking about hosting, so we'd like to add some documentation about hosting to the docs site.

It is a broad area with lots of options, so we just want to acknowledge this and provide a hub to extend with links to other docs and case studies over time.
