What does this change?
It adds a 1-line explanation to the documentation to avoid confusion with users trying to access the project via URLs provided, prior to installing the project via composer.
I was really confused by this. I felt "The URLs are communicated to me in the CLI, so they should be ready to use". I thought Drupal was already installed and believe this needs clarification.
The URLs provided won't work just yet in terms of accessing the project, until the project is installed.
How to test
See the 1-liner "Note" and see if it gives sufficient context that Users should try the URLs again after Step 3.
