Create localgov_homepage module #21

A module to deploy configuration for home page options.

Currently both Croydon and BHCC have a homepage content type. This might make less sense if there is only ever one homepage.

One argument for having a homepage content type is to support multiple versions of a homepage.

An argument against is that it is a database overhead for just a single content node and might require extra work arounds to prevent accidental creation of multiple 'homepages'.

I think most people are using subsites for homepages, so is this issue moot?
