Show h1, h2, h3 clearly in CKEditor #704

As I've been adding content it seemed that being able to not having access to H1 (and sometimes H2) for editors would be quite useful. For example, guide and step by steps pages can't have an H1, which comes from the guide or stap by step Overview.

I don't think LocalGov Sally will fix this.

We've even now got an issue so that sa11y does not run on wysiwyg fields. If it does, then all the sa11y markup will also get output to the page when saved.

@willguv can you explain this a little bit more? What might they be expecting, is it a note beside each heading to say what the heading level is? If so, we "might" be able to achieve that with some simple CSS and have it looking like this:
