BLOCKED will re-test when theming is done
On a laptop/ lower res screen, when picking up a block and scrolling, the page doesn't scroll. So it's not possible to re-order blocks
Using latest Chrome on a Mac
Try this:
1) Go to https://localgovdrupal.agile.coop/node/33/edit
2) Roll over the top block, click on the hamburger and hold
3) Try dragging the block down the page. You should see that the page doesn't scroll
