Is this and other localgov modules open to be used on any drupal site or distributions?

Hi @ugintl The aim is that modules should be able to be used standalone. Some modules may need localgov_core or other dependencies.

One thing, this module is in the process of being deprecated and replaced by localgov_subsites so I would start with that instead.
