Wards which elect more than 1 seat #5

Local Council elections in England can have wards with more than 1 seat/vacancy. The module currently only supports single seat wards.

Every consitutency in Ireland has more than one seat. 3 seats is the minimum we have for general elections, with I think 5 seats being the most.

We also need to consider multi-seat where the halves and thirds (not “all-out”) are on the seats not the wards. An example is Walsall. (or a by-election for 1 seat in a multi-seat)
