Assign and update geo entity browser permissions

Fix #103

• Add access geo_entitiy browser to editor and author roles
• Add update hook for localgov_geo to geo_entity entity browser
• Update the localgov_geo test to demonstrate the permission is granted.

This updates the permission in theory and i've added to the update test to show that the permission is reassigned. However this won't strip the permission away as in a full update as the localgov_geo entitiy browser has to be installed.

It could do with someone running the full update from a Drupal 9 to Drupal 10 site to check if geo entitiy browser permission does get correctly assigned as expected.
