Cookies and analytics - provide a recommended approach for microsites to set up analytics with cookie consent #253

[Finn] At the microsites working group meeting today we raised the question of analytics and of cookie consent.

Key points:

  1. Croydon will definitely need analytics for each microsites
  2. Allowing Google Tag Manager (GTM) for each microsite will allow web managers to inject analtyics tracking and deal with cookie consent via GTM.
  3. Cookies that are set via YouTube embeds (or other iframes) might be more dificult to manage with GTM based cookie consent.

This looks like a really good open source solution for managing cookies, though it doesn't give a list of all cookies being set/blocked/managed which I think is a requirement of GDPR
