Blog author permissions #472

Noting while writing tests to remember to come back and check:

It's apparent that there are no permissions for taxonomy term blog author mentioned in localgov_microsites_blogs_localgov_microsites_roles_default

Where are the defaults assigned for the Group Type?

Not assigning them per role in localgov_microsites_blogs_localgov_microsites_roles_default means that when Blogs are turned off on the microsite the Blog Author term still remains on the microsite. Or are they handled elsewhere?

@finnlewis can you remember what the logic of the above issues was? Before I dig into this, after checking all the permissions that are there already.
