Include this in the default install or promote as separate contributed project? #2

Discussing this in Merge Monday.

We might want to include this within the default distribution install.

Or, we might want to promote separately as a drupal.org project, and include it as part of the LocalGov Drupal 'ecosystem'.

As this is only needed if a council is using the ModernGov platform, I suggest it remains a separate module.
