As a Netcall Liberty Create developer

I need the Drupal site's header and footer to be pulled into my Liberty Create application

so that updates to those components automatically propagate to Liberty Create forms

Functionality needs to be part of the new localgov_netcall module that Adnan is creating, so Netcall councils only have to install and update one thing
