Let's make services translatable #167

Irish councils are legally required to have a certain amount of their content translated into Gaeilge. I think a very good start for us would be to include Subsites and Services.

Subsites so we can translate home pages and landing pages. Services so we can automatically import all translations for all services for every council when they enable the localgov_irish_service_catalogue module.

I'm closing this issue in favour of https://github.com/localgovdrupal/localgov_multilingual

If we try to do this within this module, we'll then need to duplicate it for other modules. It's much simpler to keep it in it's own module.
