Borders a bit 'heavy' #10

Generally the Skeleton version of GDS forms elements seem to have borders and outlines that are larger than the GDS ones.

GDS uses pixel widths but for flexibility we use em measurements.

It would make sense to tweak the border sizes to match up with the GDS ones.
