Adds PreviewLinkAutopopulate plugin.

Tests are failing on Drupal 9. These are removed with #99

With https://github.com/localgovdrupal/localgov/pull/713 this adds a button to the preview link form to add all a step by step's pages to the preview link.

Same question about how the button should appear as on subsites. I've not got it yet.
