Remove the legacy overview banner block #70

Fix #14

This block and template is not used by subsites (a holdover from campaigns) It causes a WSOD when placed as its trying to render the image file directly and not the media entity.

Since this is unused, best to remove to avoid acidental placement. Should be a minor release.
