Update the test config #78

to run tests just on the code in this repository, against multiple versiona of PHP.

I copied the test.yml from localgov_alert_banner, which seems to be working, but would appreciate other eyes on it to check this is doing what I think it's doing!

I also wonder, should we expand the PHP matrix to cover 7,3, 7.4, 8.0, 8.1 to follow Drupal's supported versions?
