Add some tests

This module could so with some tests to make sure it sets up correctly out the box.

• [ ] Check the Toolbar menu names are correct
• [ ] Check the moderate content menu
• [ ] Check the site features menu
• [ ] Check the setup works for each localgov role, based on hook_roles_default.
