Updated GitHub CI for 1.x branch #15

This is a slightly different approach to tests (using a matrix that specifies the localgov, Drupal and PHP versions). This allows us to test combinations of things later, even if we're not using them now.

If people are happy with this approach then we'll do this for all 1.x and 2.x branches.

Topics 1.x should support D8 and D9 so closing this in preference of #16
