Dependencies not enabled on 1 to 1.1.1 upgrade #31

Noticed this as BHCC dev site had an old version of localgov_workflows enabled, and upgrading to latest did not automatically enable scheduled transitions and other dependencies, which then broke trying to do a reinstall from config.

Solution was to uninstall and reinstall the module, so its not major but worth making a note here.

  The import failed due to the following reasons:                              
  Unable to uninstall the <em class="placeholder">Scheduled Transitions</em>   
  module since the <em class="placeholder">LocalGov Workflows</em> module is   
  installed.                                                                   
  Unable to uninstall the <em class="placeholder">Responsive Preview</em> mod  
  ule since the <em class="placeholder">LocalGov Workflows</em> module is ins  
  talled.                                                                      
  Unable to uninstall the <em class="placeholder">Preview Link</em> module si  
  nce the <em class="placeholder">LocalGov Workflows</em> module is installed  
  .                                                                            
  Unable to uninstall the <em class="placeholder">Dynamic Entity Reference</e  
  m> module since the <em class="placeholder">LocalGov Workflows</em> module   
  is installed.                                                                
  The workflow Editorial is being used, and cannot be deleted.
