It possible to enable anonymous commenting on content, but I don't think it's possible to restrict this to service contacts without an account on the site.
From a tracking and security point of view, it would be better to restrict such functionality only to logged in users, which means only to service contacts associated with an account on the site.
Not sure I have the full background on this. But as you can't differentiate between anonymous users it would be allowing anyone to provide feedback on content.
Feedback forms on content I realize are a common requirement (and independent of workflows, although you could ask people to use the form). This is something I think several LGD sites have implemented, and re-implemented? How to do this could be a comment type, or I think it's quite commonly a webform (so it goes into some system for follow-up).
Mentioned at LocalGov Drupal Camp, it would be good if service contacts could provide feedback alongside the pages they're asked to review.
Most of them would be non logged-in users. Some councils discussed using AD groups to populate service contact info.
